The Hai Duong Provincial People's Committee (PPC) held its April regular meeting on April 9 morning to comment on proposals of the Departments of Construction, Finance, Home Affairs, and Natural Resources and Environment.

Mr. Nguyen Duong Thai, Deputy Secretary of the Provincial Party Committee, PPC Chairman, Head of the Provincial Delegation of National Assembly Deputies, presided over the meeting.
Giving comments on a proposal to adopt approval regulations and the order of priority to choose those eligible to buy and/or hire social houses in the province, PPC Chairman Nguyen Duong Thai required the drafting unit to choose suitable words. For example, the phrase "high quality human resources" should be used instead of the word "talents" to suit other documents of the province.
Opinions of the participants should be added to promulgate the document in accordance with regulations. The final document that will be issued must summarize some regulations of Central and provincial authorities in an easier way to understand.
He also recommended the Department of Construction to supplement a number of general assessments on social housing in the province and results of running and managing such buildings.
Regarding a proposal for regulations on coordination in developing and maintaining a database of houses and the real estate market in the province, the PPC Chairman required the responsibilities of real estate investors to be mentioned. There should be specific regulations to handle the provision of false information about real estates.
PPC Chairman Nguyen Duong Thai agreed to the content of the Finance Department's proposal "Unit prices for compensation for crops and aquatic products, support of housing rent, and compensation for grave displacement when the State recovers land in Hai Duong province."
He required local leaders to anticipate difficulties and obstacles before applying the new unit prices and absorb suggestions of departments, branches, and local authorities for suitable adjustment and supplementation.
Each changed content must care about people's interests. When the document is issued, all compensations will be paid following the new unit prices.
Giving opinions about a proposal to amend and supplement some articles in the PPC's Decision 37/2017/QD-UBND dated December 22, 2014 to promulgate regulations on compensation, support, and resettlement when the State recovers land in the province, the PPC Chairman affirmed that the new regulations would only be applied to projects for which compensation was yet to be done. Projects with compensation currently being paid still follow the old regulations.
The PPC Chairman assigned the Department of Natural Resources and Environment to absorb comments of the participants to complete the proposal.
As for the arrangement of commune-level administrative units and establishment of Kinh Mon provincial town and its wards, the PPC Chairman basically consented to the project drafted by Kinh Mon district authorities.
He required the district authorities to state the population scale and density more specifically.
The district authorities should soon complete necessary procedures to arrange commune-level administrative units as well as establish wards in the locality favorably.
