Brokerage, profiteering from administrative procedure processing prohibited

The Provincial Public Administrative Service Center was asked to prohibit brokerage and profiteering from administrative procedure processing both inside and outside the center.

Mr. Nguyen Manh Hien, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, and Mr. Nguyen Duong Thai, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial Delegation of National Assembly Deputies, on May 7 morning inspected activities at the Provincial Public Administrative Service Center after two months of operation.

Stressing the center's mission in public administration reform, Secretary of the Provincial Party Committee Nguyen Manh Hien required the center to continue study and propose the upgrading of software for connection with departments and branches to ensure transparency and smoothness.

Regarding limitations, such as many cases of slow or overdue processing of administrative procedure (AP) dossiers, the Secretary of the Provincial Party Committee required the center to clearly analyze causes and define the responsible stages, agencies, departments, and branches so as not to affect other stages.

The center should conduct propaganda and guide citizens to intensify the use of postal services to receive AP processing results, thus avoiding many times of travel; coordinate with postal services to ensure safe and close transport of AP dossiers between departments and branches at the center and citizens; etc.

The banks undertaking the collection of fees and charges at the center should expand payment by card to create favorable conditions for people coming for AP processing.

Secretary of the Provincial Party Committee Nguyen Manh Hien noted that the center should continue to remind officials and public servants to strictly observe rules and regulations and prohibit brokerage and profiteering from AP processing both inside and outside the center.

In the long term, the center should pay attention to good post-inspection, strictly handle officials and public servants committing violations, use digital signatures and second seals of departments and branches at the center, etc.

The Secretary of the Provincial Party Committee said since May, through the connection software, he and the Provincial People's Committee leaders had monitored the AP processing of each department and branch and regular activities at the center.

After three months, the Provincial Party Committee's Standing Board will hear a report on activities at the center.

At the inspection, Chairman of the Provincial People's Committee Nguyen Duong Thai assessed initial results and pointed out a number of reasons for limitations in the operation of the center.

He clearly stated that after detection of some departments and branches still retaining several APs for handling at their offices, he drastically directed elimination of the situation.

Leaders of the center asked the provincial authorities to direct the consolidation of officials and public servants at the center; offer financial support to build parking lots for officials, public servants, citizens, and businesses coming to the center; etc.
