Creating best conditions for business households to turn into businesses

Secretary of the Provincial Party Committee Nguyen Manh Hien affirmed that the provincial authorities would arrange funds to support the establishment of new businesses.

Mr. Nguyen Manh Hien, Member of the Party Central Committee, Secretary of the Hai Duong Provincial Party Committee, Chairman of the Provincial People's Council, on May 8 morning presided over the regular May meeting of the Provincial Party Committee's Standing Board.

At the meeting, the Provincial Party Committee's Standing Board heard a report of the Party Civil Affairs Board of the Provincial People's Committee on measures, mechanisms, and policies proposed to support the development of businesses in the province.

By the end of 2018, there had been 12,842 enterprises in the province with a total registered chartered capital of nearly VND150,000 billion, according to the Party Civil Affairs Board of the Provincial People's Committee.

In the 2016 - 2018 period, the establishment rate of new businesses averagely reached 14.5%/ year, higher than the national average.

The province is striving to have had about 20,000 enterprises by 2020, including an additional 2,500 ones in 2019.

In conclusion, Secretary of the Provincial Party Committee Nguyen Manh Hien basically agreed to the proposal to issue measures and mechanisms to support the establishment of new businesses.

He required the Party Civil Affairs Board of the Provincial People's Committee to keep informed about Central bodies' mechanisms and policies to perfect and realize the provincial authorities' measures effectively.

The Party Civil Affairs Board of the Provincial People's Committee shall direct the Departments of Planning and Investment, Finance, and Justice to coordinate with relevant authorities to study, consider, and urgently complete business support mechanisms for submission to the Provincial People's Council at its meeting this July.

The Secretary of the Provincial Party Committee affirmed that the provincial authorities would arrange funds to support the establishment of new businesses and, especially, assist startups and business owners in attending training courses on business leading and managing skills.

However, the implementation of the provincial authorities' business support mechanisms on business registration fees, business information provision fees, etc. must be really practical and effective.

Sectors shall collaborate with local authorities to generally review and ask qualified production and business households to establish enterprises to increase the number and improve the operational efficiency of businesses in the province.

The tax sector should continue to study tax collection plans that ensure publicity, transparency, and fairness between business households and enterprises.

The Party Civil Affairs Board of the Provincial People's Committee should continue to review and overcome limitations and bottlenecks in processing administrative procedures and create the best conditions for organizations and individuals to establish enterprises and for business households to turn into enterprises.
