At the meeting, the PPC's Standing Board commented on proposals of the Party Civil Affairs Board of the Provincial People's Committee on expanding the administrative boundary of Hai Duong city, arranging commune-level administrative units, establishing a number of wards and adjusting administrative boundaries between wards in Hai Duong city, locally adjusting a blueprint for Ecorivers ecological urban area, building some items outside the urban area, and arranging non-business units.
Concluding the meeting, PPC Secretary Nguyen Manh Hien agreed to the plan to expand the administrative boundary of Hai Duong city.
Specifically, five communes, namely Tien Tien and Quyet Thang in Thanh Ha district, Ngoc Son in Tu Ky district, and Gia Xuyen and Lien Hong in Gia Loc district, will be put under the management of Hai Duong city. Thuong Dat and An Chau communes (Hai Duong city) will be merged into one administrative unit. Tan Hung and Nam Dong wards will be founded.
The adjustment of the administrative boundaries of some wards in Hai Duong city needs specific calculations and thorough review conformable to legal processes and provisions.
A number of items in Ecorivers ecological urban area were allowed to be locally adjusted because of their irrationality arising during construction that should be changed to serve people's needs and traffic.
Before implementation, the Party Civil Affairs Board of the Provincial People's Committee should direct functional bodies to calculate specific land use for the adjusted items then report to and consult the Standing Board.
The city authorities should closely coordinate with investors for urban adjustment and beautification and development of highlights in the general planning of the city.
Regarding the arrangement of non-business units, the PPC Secretary suggested that the Sport Training and Coaching Center, the Table Tennis Center, and the Water Sport Training, Coaching, and Playing Center should be merged into the Hai Duong Provincial Sport Training, Coaching, and Playing Center (under the Department of Culture, Sports, and Tourism).
The new center will have five specialized divisions. After mergence, the Department of Home Affairs will coordinate with the Department of Culture, Sports, and Tourism to work out the functions and duties of each division and a suitable job scheme, propose an area to build the headquarters of the new center, and continue to study the arrangement of other non-business units of the Department of Culture, Sports, and Tourism.
The Hai Duong Provincial Investment, Trade, and Tourism Promotion Center (under the Department of Planning and Investment) will be established on the basis of merging the Support Center for Business Development and Investment Consultancy and Promotion (under the Department of Planning and Investment), the Trade Promotion Center (under the Department of Industry and Trade), and the Tourism Information and Promotion Center (under the Department of Culture, Sports, and Tourism).
The Provincial Investment, Trade, and Tourism Promotion Center will have four specialized divisions and operate under a partially self-sufficient mechanism.
The Party Civil Affairs Board of the Provincial People's Committee should direct the Department of Home Affairs and specialized agencies under the Provincial People's Committee to devise a suitable mechanism and apparatus for the new center to promote investment and trade in the province
