The 16th Hai Duong Provincial People's Council (PPC) (2016 - 2021 tenure) solemnly held its 9th session (extraordinary one) on April 23 morning.

The PPC passed resolutions on the arrangement, mergence, and division of hamlets and residential areas to establish new ones in the province; a proposal to approve the arrangement of commune-level administrative units and the establishment of wards and Kinh Mon provincial town of Hai Duong province; the approval of land recovery to implement socio-economic development projects and works for national interests and change of land use purpose from rice cultivation to execution of projects and works arising in 2019 in the province; and regulations on spending levels to support the campaign "All people unite to build new-style rural and civilized urban areas" held in the province by Vietnam Fatherland Front Committees at commune level and Front Work Boards in residential areas.
Accordingly, the province will form 164 hamlets and residential areas (consisting of 98 hamlets and 66 residential areas) on the basis of arranging and merging 276 hamlets and residential areas and separating 10 hamlets.
Kinh Mon provincial town is expected to be founded on the basis of the status quo of the natural area and population of Kinh Mon district.
The provincial town will have 14 wards and nine communes.
The locality is defined as one of three urban complexes motivating the provincial economic development, an industrial, commercial service, and tourist center, and a center for exchanges among the Northeast of Hai Duong province, the Northeastern region of the country, and the Capital region for economic development.
The PPC agreed to the recovery of 29.68 ha of land to carry out three projects and the change of the use purpose of 28.27 ha of land to implement three projects arising in 2019 and approved by the PPC standing members.
The PPC allowed the recovery of 209.33 ha of land to execute 100 projects and the change of the use purpose of 175.61 ha of rice cultivation land to implement 109 projects and works in districts and cities.

Concluding the session, Mr. Nguyen Manh Hien, Member of the Party Central Committee, Secretary of the Provincial Party Committee, PPC Chairman, suggested that the Provincial People's Committee proactively coordinate with the PPC standing members and direct relevant authorities and branches to complete and submit dossiers and procedures to the Government, ministries, and Central branches for Kinh Mon provincial town to be established in the shortest time.
Party committees and authorities of Kinh Mon district should conduct intensive and extensive propaganda for the local officials and residents to continue promoting solidarity, dynamism, and creativity, strive to fulfill socio-economic tasks, and make Kinh Mon increasingly strong, prosperous, and civilized to deserve to be one of Hai Duong province's industrial, commercial service, and tourist centers and exchange centers for regional economic development.
Mr. Nguyen Manh Hien noted that after the arrangement, division, and mergence of hamlets and residential areas for establishment of new ones, the Provincial People's Committee should soon direct advisory agencies to propose guidelines on activities of apparatuses, associations, and unions in the newly-established localities; pay attention to consolidating the cadres of the new hamlets and residential areas; maintain the policy of Party cell secretaries doubling as heads of hamlets or residential areas; amend regulations on activities of hamlets and residential areas accordingly; review and supplement the actual status of the material facilities of the new hamlets and residential areas; and give specific advice on issues related to regimes and policies for redundant officials after arrangement.
The new hamlets and residential areas must operate stably right after establishment and neither interrupt nor affect political and State management tasks in the localities.
Party committees, authorities, associations, and unions from provincial to grassroots levels must be responsible for propaganda and mobilization so that the establishment of the new hamlets and residential areas will not disturb the daily life of the people and ensure legitimate rights and interests of local residents, agencies, organizations, and units.
Mr. Nguyen Manh Hien stressed that to realize the Politburo's Resolution 37 and the National Assembly Standing Committee's Resolution 653 on arranging administrative units at district and commune levels in the 2019 - 2021 period, the PPC standing members asked the Provincial People's Committee to well prepare the policy of considering and merging communes, wards, and district towns failing to meet the criteria prescribed by law to propose consideration and decision by the PPC during its next session.
