Innovating cooperative development mechanisms

A delegation from the Central Steering Committee on Summarizing 15-year Implementation of the 9th Party Central Committee's Resolution 13-NQ/TW on Further Innovating, Developing, and Improving the Efficiency of the Collective Economy, led by Mr. Cao Duc Phat, Member of the Party Central Committee, Standing Deputy Head of the Central Economic Committee, worked in Hai Duong on May 9.

Receiving and working with the delegation were Mr. Nguyen Manh Hien, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Standing Deputy Secretary of the Provincial Party Committee Vu Van Son; Mr. Nguyen Duong Thai, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial Delegation of National Assembly Deputies; and leaders of the Provincial People's Council, People's Committee, and Fatherland Front Committee and a number of departments, sectors, and unions in the province.

Speaking at the meeting, Secretary of the Provincial Party Committee Nguyen Manh Hien affirmed that the existence of cooperative models is an objective requirement. The problem is a need to innovate mechanisms to ensure real development of cooperatives.

He suggested that the Steering Committee should counsel Central bodies on drawing a conclusion on the implementation of Resolution 13, specifying views on realizing contents of the resolution close to reality, resolutely dissolving or replacing cooperatives only operating nominally, developing cooperatives based on their needs and objective requirements instead of running after quantity, further amending the Law on Cooperatives to suit practical requirements, and clearly defining mechanisms to assist cooperatives with development.

Concluding the meeting, Standing Deputy Head of the Central Economic Committee Cao Duc Phat acknowledged Hai Duong's achievements in implementing Resolution 13 and contributions of collective economic models over the past time.
 
He also frankly pointed out that collective economic development failed to meet expectations. The causes included inappropriate mechanisms and policies, thought of subsidization during policy making, inadequate State managers for cooperatives still perplexed by the assignment and decentralization of management in accordance with legal provisions, and occasional slack attention and leadership of Party committees over the resolution implementation in some localities.

As for Hai Duong, the Standing Deputy Head of the Central Economic Committee said that it is necessary to review the cooperative economy's operation scale, sales, and contributions to the provincial GRDP and analyze and clarify the reasons for the ineffectiveness of the collective economy and cooperatives.

He recommended the provincial authorities to absorb suggestions of delegates and send a report to Central bodies on existing problems, specific proposals on mechanisms, policies, the leading role of Party committees and State management bodies at all levels, the role of cooperative unions, etc.

Earlier, on the morning of the same day, the delegation surveyed Dac Huy Breeding Cooperative in Thach Loi commune and a product connection and underwriting model of Duc Chinh Agricultural Services Cooperative in Cam Giang district.
