Six key socio-economic development tasks in 2019

The Hai Duong Provincial People's Committee held a meeting on January 4 afternoon to realize socio-economic development tasks and plans and estimates for the provincial State budget revenues in 2019.

Mr. Nguyen Manh Hien, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Standing Deputy Secretary of the Provincial Party Committee Vu Van Son; and Mr. Nguyen Duong Thai, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial Delegation of National Assembly Deputies, attended and presided over the meeting.

In his concluding speech, Secretary of the Provincial Party Committee Nguyen Manh Hien affirmed that the dominant guideline and idea of the provincial authorities in 2019 are drastic direction and fundamental handling of bottlenecks hindering the provincial socio-economic development.

Authorities, branches, unions, and units should base themselves on their functions and duties to urgently work out and proactively and actively execute programs and plans with strong and highly feasible measures suitable to reality; continue to step up administrative reform and application of information technology to work; resolutely tighten administrative discipline to improve the investment and business environment; and drastically implement tasks and measures to enhance the provincial competitiveness index.

Departments, branches, and local authorities should continue to devise mechanisms and arrange resources to build new-style rural areas, reduce poverty, and improve people's lives and incomes; continue strong innovation, make actual changes in reorganization of agricultural production, and develop links in value chains; intensify the management of resources and minerals and environmental protection; strictly tackle and prevent 'black credit' from spreading in the province; pay attention to well performing cultural and social tasks and ensuring social security; and strengthen direction to improve the quality of inspection, settle complaints and denunciations, and  seriously receive citizens in accordance with regulations.

The Secretary of the Provincial Party Committee noted that Ky Hoi Lunar New Year is coming, so authorities and branches should well implement social security policies, especially visiting, encouraging, and presenting gifts to policy beneficiaries, poor families, and other cases as prescribed; ensure political security, social order and safety, and traffic safety and prevent and fight fires and explosions in the locality; stabilize the market, organize and well manage cultural, artistic, and entertainment activities, spring festival, etc.

The action plan to realize resolutions of the Government and the Provincial People's Council on socio-economic development and estimates for State budget revenues in 2019 asserts that 2019 carries an important meaning in accomplishing a socio-economic development plan for five years from 2016 to 2020.

To fulfill the set targets, tasks, and plans together with realizing tasks and measures stated in the Government's Resolution 01/NQ-CP dated January 1, 2019 and resolutions of the Provincial People's Council and Committee in sync, departments, branches, and local authorities were required to implement six following key tasks:

- focusing on mobilizing and efficiently using resources to improve the investment and business environment, efficiency, and competitiveness;

- boosting economic restructuring, changing growth models in the direction of quickly developing advantageous industries with high added value;

- efficiently performing monetary policies and strengthening financial and budget discipline and the management of market prices;

- enhancing the efficiency of State management over land, promoting resources, intensifying environmental protection, and dealing with climate change; 

- ensuring social security, improving people's material and spiritual lives, and comprehensively developing social fields; and

- strengthening inspection and citizen reception, handling complaints and denunciations, and maintaining socio-political stability, security, and defense.

To further improve the local investment and business environment and strive for the 2019 PCI to be in the top 30 of the country, the Provincial People's Committee required departments, branches, and People's Committees at district, provincial town, and city levels to really consider the improvement of the investment and business environment and the provincial competitiveness as their key and pressing task, intensify thorough dissemination and improvement of the awareness of their officials and public servants; and fully, promptly, and drastically implement the tasks and measures assigned by the Provincial People's Committee.
