During the recent time, the provincial Department of Natural Resources and Environment (TNMT) has implemented a series of drastic measures to simplify administrative procedures (TTHC) so as to increase the access to land for people and enterprises, contributing to improve the competitiveness index of the province.
Officials and civil servants of the provincial Department of Natural Resources and Environment always strive to complete the job before deadline
The provincial Department of Natural Resources and Environment has counseled the provincial People's Committee to abolish, amend, and promulgate many legal normative documents under the provincial authority to help remove bottlenecks in business environment such as procedures for land use purpose alteration, land allocation, land use right certificate issuance, shortening the time to appraise compensation plans, supporting site clearance... The Department has closely coordinated with other departments, sectors and district level People's Committees to give counsels to the provincial People's Committee in guiding and resolving the arising problems, especially in site clearance task. Many bottlenecks in land access have been basically removed, creating favorable conditions for people and enterprises in their production and trading business. Since 2017 up to now, the land access index of Hai Duong has continuously increased, being one of the indexes with the strongest growth. In 2017, the land access index in Hai Duong increased from 5.63 to 6.68 points, being the highest increase among 10 component indexes, ranking 14th among 63 provinces and cities nationwide. In 2019, this index has increased to 7.42 points, being the second highest among the provincial component indexes.
Mr. Vu Ngoc Long, Director of the Department of Natural Resources and Environment, said that the sharp increase of land access index shows the determination in the guidance of the leaders of the provincial Party Committee and provincial People's Committee to improve the competitiveness index of the province, facilitating businesses to quickly access land for their investment, business and production development.
Promoting the deployment
According to Mr. Vu Ngoc Long, in implementing the Government's decree on controlling administrative procedures, every year, the provincial Department of Natural Resources and Environment actively reviews and advises the Chairman of the provincial People's Committee to fully and timely announce administrative procedures and the list of administrative procedures under advisory and management functions of the Department according to the regulations. The Department has also developed and effectively implemented plans for reviewing and simplifying administrative procedures. Since 2016 up to present, the Department has reviewed nearly 170 times of administrative procedures, 247 applications, declaration forms and 158 requirements and conditions for performing administrative procedures in the fields of land, minerals, water resources, environment and hydrometeorology. Through the review, the Department has proposed to abolish, amend and supplement many contents and subjects of implementing administrative procedures. Based on the recommendations of the Department, the Ministry of Natural Resources and Environment has received the recommendations, abolished and amended a lot of relevant regulations.
In implementing the guidance of the Prime Minister, Ministry of Natural Resources and Environment, the Chairman of the provincial People's Committee on promoting administrative reform, the Department of Natural Resources and Environment has prepared many plans and documents to implement the administrative reform, creating many positive changes such as shortening the time of administrative procedure performance; mainstreaming and directing the reform of administrative procedures into the drafting of legal normative documents ...
The task of guidance and management of administrative procedures simplification by the Department of Natural Resources and Environment has been fully and promptly implemented, closely with the contents and tasks assigned as well as the local practical situation. The awareness of administrative procedure reform has had positive changes.
