The United Nations Development Program (UNDP) and its partners announced the 2021 Provincial Governance and Public Administration Performance Index (PAPI) on May 10 morning in Ha Noi.
With 42.68 points, Hai Duong's PAPI in 2021 ranked 25th nationwide, making Hai Duong one of 15 provinces and cities with high average scores (out of four levels: highest, high average, low average, and lowest).
Regarding sub-indexes, Hai Duong got 4.83 points in people’s participation at local levels, 5.45 points in transparency, 4.13 points in vertical accountability, 6.93 points in corruption control, 7.34 points in public administrative procedures, 7.8 points in public service delivery, 3.14 points in environmental governance, and 3.6 points in e-governance.
Compared to 2020, Hai Duong had four declining sub-indexes, namely people’s participation at local levels, vertical accountability, corruption control, and environmental governance.
Meanwhile, four sub-indexes posted higher points, consisting of transparency, public administrative procedures, public service delivery, and e-governance.
The score of Hai Duong's PAPI in 2021 was 0.13 points fewer than that in 2020 (42.81 points). In 2020, the province's PAPI was also in the high average group.
In 2021, Thua Thien-Hue and Dien Bien provinces were at the top and bottom of the PAPI rankings, respectively.
This is the 13th year the UNDP has jointly announced the PAPI.
