Building breakthrough mechanisms to lure investment in hi-tech, supporting industries

The provincial Party Committee’s Standing Board heard the Board for Party Civil Affairs of the provincial People’s Committee report on a draft project to develop hi-tech and supporting industries (HSI) in the 2021 – 2025 period and the putting of all eligible administrative procedures in level-4 public services.

The draft project for HSI development in the 2021 – 2025 period targeted that by 2025, there would have been about 250 HSI businesses and HSI production value would have accounted for approximately 25% of the production value of the whole industrial sector and by 2030, there would have been about 350 HSI businesses and HSI production value would have accounted for approximately 30%.

Secretary of the provincial Party Committee Pham Xuan Thang required the project to stick close to the orientation of the 13th Party Congress’s resolution, the Government’s resolutions and decisions, and the 17th provincial Party Congress’s resolution, properly assess the current situation, and clearly point out distinct potential and advantages of Hai Duong.

Affirming that Hai Duong was facing a great opportunity to attract investment in HSI, the Secretary of the provincial Party Committee required definition of some higher goals for the project to strive to achieve and radical, breakthrough, and far-sighted measures.

The planning and development of the infrastructure of industrial zones and clusters must be associated with general planning for outer areas. Types of industrial zones must be specified, including hi-tech ones.

At least 20% of the area of industrial zones not specializing in high technology must be reserved to lure hi-tech industries, and at least 50% of the area of industrial clusters must be put aside for attraction of supporting industries.

The Board for Party Civil Affairs of the provincial People’s Committee should direct the development and completion of a framework of technical infrastructure criteria to orient investment attraction in the 4th quarter of 2021, orient the attraction of investment in hi-tech industries in four underway industrial zones, urgently finish planning and report to the Government on a specific mechanism to build dynamic industrial areas at the intersections of Ha Noi – Hai Phong expressway in Binh Giang and Thanh Mien districts, etc.

The provincial People’s Committee was assigned to establish the Investment Promotion and Support Board in early September, propose breakthrough mechanisms to attract secondary businesses to invest in HSI in industrial zones and clusters, etc.

To date, only 257 administrative procedures in the province have been put in level-4 online public services, reaching 13.6%. The provincial Party Committee’s Standing Board required that the province’s rate of administrative procedures in level-4 online public services would have equaled the national average by the end of 2021 and increase by 20% or more each year.

The provincial Party Committee’s Standing Board required the provincial Party Committee's Popularization and Education Board to promote propaganda to raise the awareness of people and enterprises and the rate of people using online public services at levels 3 and 4.

The provincial People’s Committee should cut administrative procedure and public postal fees by 50% for two years for people and businesses using online public services at levels 3 and 4.

At the meeting, the provincial Party Committee’s Standing Board also listened to a report and required the provincial Police to coordinate with relevant departments and branches to continue perfecting a feasible project to economically and effectively build headquarters of commune police in the province meeting requirements of tasks with clear implementation responsibilities for submission to the provincial People's Council at its 3rd session.
