The participants in the meeting assessed the result of implementing socio-economic development tasks in the first eight months and key tasks for the last months of 2021, discussed and defined main tasks and measures to carry out programs and projects to realize resolutions of the 17th provincial Party Congress and district Party Congresses for the 2020 – 2025 tenure.
Concluding the meeting, Secretary of the provincial Party Committee Pham Xuan Thang acknowledged and praised the efforts of Party committees, authorities, the Fatherland Front, and socio-political organizations in the province in controlling and repelling the epidemic and well performing the set political tasks.
Affirming that Hai Duong was on the right track and frankly pointing out limitations in the past time, the Secretary of the provincial Party Committee required Party committees, authorities at all levels, and the entire political system of the province to continue overcoming difficulties and strongly speed up to basically fulfill the set tasks and goals.
Departments, branches, and local authorities should continue high concentration, absolutely not be subjective and neglectful, and define Covid-19 prevention and control as the first and foremost task.
The Secretary of the provincial Party Committee required focus on completing and issuing programs and projects to realize resolutions of the 13th Party Congress and the 17th provincial Party Congress within this month.
Provincial planning should be considered as the number one task and decisively completed in 2021 with quality ensured.
Heads of departments, branches, and local authorities failing to fulfill the planning task must be accountable to the provincial Party Committee’s Standing Board.
Hai Duong authorities must strive to improve the investment and business environment; promptly remove difficulties for safe production and business of enterprises; urgently realize the provincial Party Committee’s Resolution 08-NQ/TU on strongly improving the investment and business environment and the provincial competitiveness in the 2021 – 2025 period; focus on accelerating the implementation of key works and projects, endeavoring to commence a number of works and projects this year; remove obstacles in site clearance for industrial zones; and speed up the disbursement of public investment. By October 30, 2021, capital of any project and work slowly disbursed will be transferred to works and projects with better disbursement.
Departments, branches, and local authorities should concentrate on taking measures to prevent revenue loss, increase revenue, and reduce budget spending to have resources for epidemic prevention and control and development investment and promotion.
Secretary of the provincial Party Committee Pham Xuan Thang required Party committees at all levels in the province to focus on reviewing and implementing programs, projects, and plans to realize resolutions of all-level Party Congresses; intensify inspection and supervision of the execution of the resolutions at agencies, units, and Party grassroots organizations; concentrate on performing the provincial Party Committees’ Plan No. 30 on effectively and practically learning and following Ho Chi Minh’s ideology, morality, and style; expeditiously carry out a project to develop leaders and managers at all levels, especially qualified, capable, and reputable heads, to meet development requirements in the 2021-2030 period; etc.
The province has minimized the impact of Covid-19 for the first eight months of 2021.
Production and business activities in the province were maintained, and economic sectors continued to grow, in which industrial production was estimated to increase by 11.5% over the same period in 2020. Budget revenue was fairly high, equivalent to 93% of the year’s estimate.
Special importance was attached to culture, society, and assurance of social security with policies and measures to support employees and businesses facing difficulties because of Covid-19 fully implemented. Political security, social order and safety were maintained.
