Mobilizing maximum resources to readily treat Covid-19 patients following three epidemic levels

The standing members of the provincial Party Committee heard the Board for Party Civil Affairs of the provincial People's Committee report on a Covid-19 standby and treatment plan for the new period and support for laborers without contracts (freelancers) facing difficulties because of Covid-19 in accordance with the Government’s Resolution 68/NQ-CP.

The standby and treatment plan was made by the Board for Party Civil Affairs of the provincial People's Committee in response to three Covid-19 levels: fewer than 1,000 infection cases and 20,000 medically-isolated people, 1,000 – 3,000 infection cases and 30,000 medically-isolated people, and 3,000 – 5,000 infection cases and 50,000 medically-isolated people.

Covid-19 patient care and treatment were divided into four levels: low risk, medium risk, high risk, and very high risk.

The Board for Party Civil Affairs of the provincial People's Committee requested funding to raise the testing capacity to 10,000 single samples (100,000 pooled samples) each day and meet care and treatment requirements for 3,000 Covid-19 patients.

Concluding the issue, Secretary of the provincial Party Committee Pham Xuan Thang stressed that the standing members of the provincial Party Committee agreed to the policy, assigned the Board for Party Civil Affairs of the provincial People's Committee to immediately promulgate the standby and treatment plan for the new period to proactively cope with eventualities, and directed mobilization of maximum forces to meet level 2 requirements and be ready for level 3, the higher one.

The standing members of the provincial Party Committee consented to the establishment of four intensive care units (ICU) at the provincial General Hospital, the provincial Hospital for Tropical Diseases, the Lung Hospital, and the Hai Duong Medical Technical University Hospital to meet treatment requirements for serious patients.

Priority will be given to purchasing equipment, medicine, test kits, medical supplies, oxygen, etc. to maximize capacity and ensure the testing of 10,000 single samples/day; equipment for the ICUs, including highly functional ventilators, dialysis machines, an ECMO system, and difficult-to-procure devices.

Secretary of the provincial Party Committee Pham Xuan Thang required reasonable, economical, and effective completion and implementation of the Covid-19 standby and treatment plan for the new period in accordance with regulations within this month.

The standing members of the provincial Party Committee also agreed to support laborers without contracts (freelancers) facing difficulties because of Covid-19 in line with Resolution 68/NQ-CP.

Support beneficiaries are small vendors without fixed locations, garbage and scrap collectors, porters, passenger bikers, mobile lottery retailers, and those working at households trading in the fields of catering, accommodation, tourism, and health care.

Conditions to enjoy the support are losing jobs, earning less than the prescribed near-poor threshold from April 27 to December 31, 2021 due to operation suspension for at least 14 consecutive days as required by competent State bodies for epidemic prevention (including F2 cases isolated at home), and legally residing in the locality.

The support level is VND1.5 million/person.
